Supplies Needed:

3 tubes of choice

Janes Memory Scrapkit by Rachelz Expressionz

WSL_Mask84 by Weescotslass

Font of choice (I'm using P22 Corinthia)

Open a new canvas 650 x 450. We'll resize later. Flood fill white.

Using a paper of choice apply mask layer.

Copy & Paste frame of choice, resize 65%.

Copy & Paste Paper of choice, move below frame, resize 50% twice.

Using the magic wand, select inside each part of the frame, modify, expand 8, selections,invert,delete on paper layer, select none, add drop shadow to frame.

Copy & Paste tube of choice, resize if needed, place in frame, add drop shadow, using the magic wand, select inside the frame, modify,expand 8, selections, invert, delete on tube layer, add drop shadow.

Repeat this twice more.

Copy & Paste softflower2 as a new layer, add drop shadow, place behind frame and upwards, duplicate twice and spread out across the top back of the frame.

Copy & Paste flower3 as a new layer, resize 85%, add drop shadow, place behind frame, above softflower2,duplicate twice, spread out across the top above the softflowers.

Copy & Paste flowerstem4 as a new layer, add drop shadow, place above flower3, duplicate twice more, spread out like above.

Copy & Paste ribbon of choice, resize to your liking and repeat the above step with the ribbon.

Copy & Paste doll, place above frame layer and toward the bottom, resize 65%, add drop shadow.

Copy & Paste bow3 as a new layer, resize if needed, add drop shadow and place on frame.

Copy & Paste butterflies and birds, resize and place to your liking, add drop shadow to each.

Resize or crop your tag down to the size you would like.

Add copyright info and text and you are done.
